Is it safe to purchase 'Good As New' phones during Covid-19 lockdown

Given the lock down, is it safe to purchase a 'good as new' phone from EE considering they are returned devices? 

 

What assurances do i have that EE will not send me a contaminated phone?

Out of interest, do 'Good as New' phones come in their original packaging?

 

I have read on the website that all the normal extras come with the device + 12 month warranty.
