Is it safe to let you new neighbor have access to your WiFi and password

Well, if they copyright infringe or start watching porn it'll be laid at your door.

 

It's best to put them on a guest network with IP isolation from your own LAN, if your router allows it, so they can't access your own files.

 

All-in-all, it's a risk you decide to take or not. Still, every time you allow a visitor with a mobile on, it's similar.
