I'm working abroad for a couple of months so I've perchased a local sim card, however despite it identifying the sim, the network state is disconnected and I'm unable to use it. I was told before I left that the phone had been unlocked, any idea what the issue could be?

Does the SIM work in another phone as it soundlike it is dead.
What device do you have? If an iPhone did you reset network settings?

Where did you yourself get this device itself originally? Did you buy it yourself new direct from EE or from a 3rd-party reseller or is it 2nd-hand? The unlocking process & costs are different. Was it originally on contract or PAYG? How old is it? EE won't unlock contract devices less than 6 months old.
