Add a name to the contract

I want to add my partner who has been an EE customer for a few years to my contract, how can I do this?

For what purpose? You can only have 1 a/c holder on a personal contract. You can. however, authorise the other person to deal with CS over the phone on your behalf. To do that you would need to phone CS with both of you available to speak.
