i have a new iphone 13, wish to transfer my information from an se. but it is stuck on software update, now my old se is stating no sim, so unable to call ee for advise. my se is saying keep this iphone near the new iphone?

Have you followed the steps at Use Quick Start to transfer data to a new iPhone or iPad?
Are you able to pop your SIM card out of your SE and into your iPhone 13?
This should give you a signal on your new phone which you can use to contact us or Apple Support.
