I am currently unable to receive what’s app incoming calls when not connected to Wi- Fi ?

Are you able to use other internet-based functions on your phone?

WhatsApp "calls" are not carried through EE's network as voice calls - all usage of WhatsApp is treated by EE as data traffic.

So the limit of EE's troubleshooting is whether you have a working mobile data connection.
