I called Apple and did a network reset. It seems working fine now. Not sure what the root cause was but looks like a glitch in the phone/sim

Try clearing thw app cache/data.
I assume location services are active on your settings.

Your experience of "technical support" is what I would expect of a frontline CS agent without any specialist training or experience!
You appear to have proven your internet connection by virtue of using other apps & internet-services, I'd expect an app cache issue to affect all connections. Have you used Google Maps on this phone over EE mobile data previously? If not, I'd next suspect an issue with your content lock setting.
