i tried multiple browsers, devices, networks, and even cities. i cant really call your customer services team since i am in another country, and my carrier cant do international calls. what do i do?

@soninja123y If you have submitted your request via the unlock portal it is possibly partially unlocked, have you tried completing these steps to see if you can complete unlocking?
If not, to get it unlocked through ourselves would require calling us, we have a dedicated number to call from abroad +44 (0)7953 966 150 if you are able to get a phone for an international call.
Or if you know someone in the UK who could call on your behalf they would just need the IMEI when they call.
