Brand new iPhone 14 won’t sync

I have just purchased a brand new iPhone 14 I am trying to sync my previous iPhone 11. It has been stuck on waiting for software update for a few hours now. Surely this is not correct. Has anybody else had these issues? If so, how can we solve this or can someone let me know how long it takes to transfer the old iPhone 11 to the iPhone 14 thank you.

I somewhat experienced something similar.   I picked up an iPhone 16 Pro and it was also stuck on the software update dialogue.    In the end I set it up as a new phone with no transfer whatsoever, ran the software update, ran a full reset and then ran a new setup from iCloud backup.     A very long winded process but it worked!
