Apple iMessage for Business not working

I have recently moved to EE from O2,l keeping my phone number.

Everything went smoothly during the transfer, including setting up iMessage and FaceTime. However, I've recently had to contact the Apple Store via the Apple Store app. It opened Messages to start an iMessage for Business conversation, but failed because it said that iMessage wasn't enabled, which, of course, it was. I went through the process of turning off iMessage, restarting my phone, re-enabling iMessage and trying again, to no avail.

Apple has confirmed that everything at their end is correct; they have confirmed that everything is fine at my end, and I've gone through all the troubleshooting steps. Their next suggestion was that maybe there's a problem with my network provider, hence why I'm here.

Has anyone else had a similar problem and resolved it?

I use Android so have no knowledge of Apple's setup, however a few things jump out at me...

EE's role here will be to provide your phone with a working mobile data connection, if you can use other internet-based services on your phone - they will have no mechanism to intervene in Apple's ecosystem as such.

Can you use "iMessage for Business" over a WiFi connection? Can you contact non-business users through it?

This certainly wouldn't be the first example of Apple's "diagnostics" referring users to their network provider for something which is blatantly a device fault... if that does turn out to be the issue.
