Apple Watch with cellular plan sold to new user

I have plan to use cellular functionality of Apple Watch, if I sell the Apple Watch ( reset to factory setup and iCloud unlocked ) can the new user use the cellular functionality under his own plan ?

Welcome to the community.

Yes, if you cancel your plan and restore the watch to factory settings, they will be able to set up an Apple Watch plan of their own. Their network provider would have to support it and they would need a compatible phone too.
