Apple Watch ultra 2

It’s fair possibility I’m being stupid but Apple Watch ultra arrived today. 

because it’s got its own plan and number, you have to set it up as a family device   I’m unable to set up Apple Pay, can’t get app alerts, and much more. 
What am I doing wrong or is it just a flashy brick?

@Marmalade43  are you using this yourself linked to your iPhone ?    For that  you want a personal paired plan
 
 A family plan is for when you intend to give the watch to someone who doesn’t own an iPhone, and it all allows them to be kept in contact with .
