Why doesn't my voicemail work?

I've been made aware that my phone doesn't have a voicemail so nobody can leave a message.

How do I set voicemail up? I've tried going into it and recorded a personal message but it's not activated at all.

As Chris has mentioned you can text VM ON TO 150.
