Mobile data on my phone not working

When I am try to get onto my mobile data it won't let me in,it says I have to ask the account holder permission and that's me lol

What is "it" that says you need account holder permission? Is this affecting all websites, or just - for example - social media ones?

Have you been able to use mobile data previously?
