A very good test of whether a phone is unlocked is to try a non-EE SIM in it.

Did you get your phone on a contract from a mobile phone service provider (like EE, Vodaphone, O2 etc)? If so it's likely to be locked.
Or did you buy your phone outright and get a SIM card for it separately? If so it's likely to be unlocked.
