Why doesn’t EE tv remove non-HD tool TV channels from the TV listings it would seem to make a lot more sensitive. He would just to be able to see terrestrial high definition channels and that why you can move all the channel numbers Round so BBC One is number one et cetera et cetera et cetera.

If you have an aerial plugged in there are not many HD free to air channels available anyway.
As youview isn't Freeview play, it doesn't put the BBC one HD channel in the first position by default. No one knows if this will change until or if it does.
All HD channels start from channel 101 in the list.
In IP mode where the HD channel is available, that is the only one that shows.

If you are talking about Freeview as @Weerab2024 has mentioned the channels are their on aerial mode just further down, not every free view channel has a HD version and your aerial streaming gth may not get a great picture on HD. For IP mode they are all HD
If you are talking about the paid for NOW channels they are immediately after the normal ones and you have to pay for HD unless you are a full works customer so just easier I guess to show the lot. However when in the guide if you press the yellow button you can hide channels whether this is the SD channels you don't want to see, channels you don't watch or even ones you are not subscribed to so that gives you the experience you are after plus more freedom.

If using aerial mode then EETV boxes use the Freeview channel nunbering which is the policy that Youview follow, It would be for Youview to change policy (or for Freeview to reorder). One consideration is that Youview boxes when not connected to the internet (either intentionally or due to no connection) continue to receive the aerial signal and the Freeview channels and the guide gets populated with the Freeview data rather than that data being enhanced/modified to reflect links to ondemand players etc.The Youview EPG is also used by non EETV users and on non EETV boxes.
Were Youview/EETV to allow users to customise their own guide order and have favourite channel lists then we could all select what we see and access in the guide. Youview have declined to offer this feature over the years and in mitigation have only offered the filter options in the EPG guide. BT and EETV have generally defered debate on the Freeview channel numbering to Youview over the years.
A revision of the IP (subscription) channel numbers in the EPG was expected (announced) a few years ago but its implementation didn't occur. Perhaps this is something EETV could revisit.
