I've never seen that screen before. Are you sure it's not your Smart TV menu?
Try pressing the TV Guide button on your EE TV remote.

I wonder whether it might be that Youview data is not being populated on a home page perhaps due to an issue in recognising the location/type of service that is relevant to the box/ip address

I've never seen it look like that though. If it's offline, or not connected to a supported line, it shows an offline screen. If it's still loading , it shows a properly rendered screen with gaps where the data will fill
I've never seen it get stuck like that.
