You would be better off contacting EE Business Customer Services/Sales and asking if they're able to get both lines on there and see what they say.
A watch plan on a business account would likely not be able to pair with a mobile on another account, both because it is linked at account level and that one will be a business tariff and the other a consumer tariff.
