How to live chat EE as my sim is locked

Thanks for posting. 

Do you need a PUK code for your SIM card? 

Or does the phone need unlocked?

@Virgo22 : You'll find the PUK, to unblock your SIM after too many incorrect PIN attempts, in your online MyEE under Menu > Account Settings > Unlock your SIM.
