My brand new EE SIM card cannot be activated as it requires a code sent to my number, but my old SIM has already been disabled. So my phone number just doesn’t work now.

Sorry to hear you no longer have access to your old SIM. Did you order the replacement SIM online?
You'll need to call customer service from a different device, where a member of the team can order a pre-activated replacement SIM card or eSIM QR code for you. Contact Us | Help & Support - EE
Alternatively, you can pop into any EE store with photo ID, or by getting verified in the EE app first, and the guide will issue you a replacement pre-activated SIM free of charge straight away. EE Store Finder | How to find your nearest EE store | EE
You'd only be able to use the option to order or download a SIM online if you have access to your previous SIM, due to the security PIN sent via SMS.
