Since porting i cant make outgoing calls but can receive incoming

i am having simillar issues, i can't receive calls and text , since i ported. Seems like, it's from the EE end issue. not releasing the number fully.

Have you ported in? Or ported-out?

If the latter, you need to contact your new provider.

I have ported from ee to lyca. I can make calls and text but not receiving any calls or text.

In which case you should contact Lyca. They have processes to resolve this issue, and should be liaising with EE as necessary.
