I have a secondary device,my partner wants to change network and SIM.

Does she need my permission or just my number to activate PAC code.the device is on my plan

@Dave702  You have to call customer services to get the PAC for the number and only the account holder can speak with customer service unless you have gave permission for customer services to take calls from this person.      You can not obtain the PAC via text message it’s a multi line account.  

To contact EE Customer Services dial 150 From your EE mobile or 0800 956 6000 from any other phone.
