My boyfriend is working abroad and he has been told that he needs a new number what do I do to help him stay connected me and his daughter in usa

Who is the account holder for your boyfriend's number - in other words, whose phone is it?
If it's a work phone and your boyfriend's manager thus controls it - it is they who should be doing whatever they choose to do with their business phones.
If your boyfriend is the account holder, then it's his choice what he does with it. If he doesn't want to change his number, I don't see any reason for him to be asked to.
I'm left very curious why your boyfriend's manager is asking your boyfriend to change his mobile number - something seems very strange here.

Maybe his manager means to get a local SIM & no. cuz he doesn't want him to clock up roaming charges on his UK no. either against a firm's phone or as an expense claim from boyfriend's phone.

Possibly - but if the boyfriend's manager requires him to be accessible abroad, it's upto the manager to either provide means to do so, or offer expense coverage for doing so via existing means.
I completely fail to see why any manager should be asking any employee to change personal mobile provision to suit a company.

@bristolian : Possibly the manager is OK with roaming call & texts charges but not with data.
As your Q was never answered we don't know whether it's the employee's personal mobile or the work's.
