New SIM card arrived

Hiya my New SIM card arrived 

I have just got new sim and can’t make any calls etc but still have 4G 

However I have PAC CODE to change my old network number to EE

Have you submitted the PAC to us to transfer the number when you ordered the SIM card? 

What happens when you try and make a call?
