I have recently purchased a SIM card and registered it under my name in the system. I would like to know if I need to make regular payments or recharge the SIM card to keep it active, considering that I only use it for receiving SMS and not for any other services.

I presume it is a PAYG SIM.
To keep your PAYG SIM alive, within every 179 days you need to make a chargeable action like making a chargeable call or text, topping up or buying a Pack or Add-on, not just using your mins, texts or data from your pack.
Texts are free to receive worldwide. So you will need to make use of your top-ups in other ways.
