If you mean a PAYG SIM, you can't. They are deactivated after 9 months of non-use & the no. is completely lost.
To phone EE CS: Dial Freephone +44 800 079 8586 - Option 1 for Mobile Phone & Mobile Broadband or Option 2 for Home Broadband & Home Phone

What Card? Sim Card, Top Up Card, either way if its not been used for 2 Years its probably Expired and Dead now.
