How to contact EE from abroad for free?

I've been outside the UK for a year and it seems like my EE SIM Card has gone into hibernation. I wanted to top up my account through the EE app and it says that my account has been closed. Is there any way that I can reactivate my number? As my bank account OTP has been linked to my number and I can't receive any text messages from my number (my phone says no service whenever I inserted my sim card). Is there any way to contact EE about this without having to do any roaming? Web-app calling service e.g Skype is no longer available.

You can contact EE-CS on +44 7953 966150 from any working phone.

Whether your number can be reactivated depends on when your last chargeable action was - if this was between 6-9months ago, it can be. If it has passed 273 days, then your 3months grace from hibernation will have already expired and your number has gone.
