my partner’s mobile device has been lost/stolen and we need access to his old sim number to log into his gmail account account as it is apart of his two step verification process. Without it we are unable to log into the Apple ID to track the mobile device with find my iPhone. We have been trying this for over a month now please can anyone help us out.

Your partner needs to report their phone lost/stolen, EE can then supply a replacement SIM with the same number - or they can attend an EE retail store with photo-ID to obtain the same.
Until a phone is reported lost/stolen, the account holder is liable for its use.
