I live in the USA & I use an Esim with a UK number on my Samsung phone for when I travel to the UK. If I change my phone to another Samsung device will my UK Esim number transfer to my new phone if I use the Smart Switch app?

Smart Switch works extremely well at transferring the user data on a Samsung phone, and then you swap the SIM separately. A physical SIM can be swapped between phones easily, an embedded/electronic SIM will require the use of the myEE app.
There can sometimes be complications when activating a new SIM abroad, you should be prepared for the risk of loss of service.

Yes it should work fine as I activated Indian eSIM in India on iPhone purchased in the UK. Also good practice to keep QR code generated for eSIM to be installed. This QR code can be used to transfer SIM again without bothering Customer Services.
