Can you have two phones with the same number?

T-mobile USA do a multiSim service that allows you to use the same number on 2 different phones. (1) Is this available in the UK (2) will 2fa like google authenticator work correctly on BOTH phones?

No EE doesn't offer that service. One SIM one number.

in the distant past Orange offered a similar service called "Single Number" but SMS only worked on the primary phone.

The service was withdrawn many years ago and there is currently nothing similar. As mentioned above - one SIM per number.
