I have an UK issued EE mobile phone ( with a monthly plan) which I only use when in Europe. Can I get an extra UK SIM card so my wife can put it in her (Mexican) phone to use when we are in UK and Spain? She wants to avoid the roaming charges while in Europe which would be levied by the Mexican provider (TelCel). Can this service be billed to my EE account?

You can always get another SIM, either on contract or PAYG, but you'll have to pay for it. You can just apply for an additional line on your existing contract a/c. You can't get a 2nd SIM on the same no. if that's what you are after.
