I have the same problem. I’m paying £25 a week but can’t make voice calls. I can’t call 150 and the bot service just goes round and round in circles. What can I do?
Solved! See the answer below or view the solution in context.

Did you receive a Welcome text upon arrival?
As you are on contract, did you activate roaming on your EE a/c before leaving UK by texting ROAMING to 150? Having a roaming billing add-on doesn't of itself activate roaming on your a/c. Having roaming activated on your EE a/c, not just on your device, is crucial to using your contract SIM abroad.
Often just rebooting the phone is the simple remedy. Also try selecting a network manually rather than auto.
Otherwise you need to call CS to get your roaming activated. Try calling CS on the Freephone no. in my sig. using a web-calling app over WiFi.

It's usually better to start your own thread explaining your issues, than tacking onto someone else's.
It sounds like you're currently roaming somewhere in Zone 1 and are having problems making calls. Can you send & receive text messages? Can you use mobile data? Have you been able to make or receive calls on this trip previously?
Try manually cycling through each local network in turn - do they all have the same issues?

Thanks. I’ve done all the things you suggested I check and still no luck. Rebooting, moving Network and still no way to make calls. I can make WhatsApp calls and FaceTime calls so can I use the number on your reply to contact CS?

WhatsApp, Facetime, Messenger and numerous othere are internet-apps that carry usage as data, in the same way as Sky Sports, BBC News and any other app.
You can only contact other users of that app, and EE-CS don't use them. If there was a way of using them, you'd have been advised of them previously.
