Will I be charged for simply receiving calls in the EU without answering

As the title states, will I be charged in the EU for simply being called?

I intend on turning OFF voicemail and I have no intention of paying for the roaming add on as I won’t be using data or making any calls.

I may occasionally answer a call which I understand will be charged £2.50 per day but will I be charged if someone calls me but I don’t answer - with voicemail turned off?
