I am in Portugal and have EU roaming yet I cannot make or receive any phone calls on my Google Pixel 10 Fold. At the moment only WhatsApp calls work, which isn't any good for people who do not have me on WhatsApp

Roaming doesn't work if you do not have roaming activated on your account. If you can use the EE app message system contact EE via this service alternatively use another device to call.

I have roaming activated, I also spoke to an EE engineer yesterday who was unable to resolve. I have roaming ticked on my phone, I have mobile data ticked on my phone, I have manually selected.two different mobile providers as suggested and turned of wifi, as suggested. I have restarted my phone etc etc, everything the EE engineer told me to do but cannot get my.phone to send or receive calls. I need to go to an EE shop when I am back in the UK. Disappointing....

Where have you got roaming activated? Your ability to use your EE SIM abroad is not primarily determined by the settings on your phone. It needs to be enabled on your EE a/c. If you are on contract, this is achieved by texting ROAMING to 150 before leaving UK to ensure the roaming ability is enabled on your no.

EE's engineers don't work in customer-services, it does sound like you had a "technical" CS agent who has missed something somewhere.

Already mentioned above, but what you have checked on your phone is almost certainly "data roaming" which just means using data when roaming. You still need to roam - connect to a foreign network - in the first place.
There is nothing that an EE-shop can do account-side that a CS agent (whether they call themselves an "engineer" or are honest) can't....
If roaming is correctly enabled on your SIM but you can't connect to foreign networks, there's a fault that needs escalating. If roaming isn't enabled on your SIM and you're on pay-monthly, they can enable remotely. If you're on PAYG, it can only be done automatically with your phone in the UK.
To be blunt, that so-called "engineer" sounds like no-one of the sort. I wish CS staff would just be honest about their titles.
