Iv just landed in Belgium and I am unable to make outgoing calls. I get an automated message from a lady saying “this number is unauthorised”.
I can receive calls, text, WhatsApp use data etc but I can not make out going calls.
I have tried the EE WhatsApp help but no good.

EE don't have any WhatsApp help, so I'm unsure what you're referring to there.
Receiving calls & texts proves roaming is active, Belgium is within the EU thus the daily charge would cover all usage - a spend cap therefore shouldn't be the issue.
Have you tried manually connecting to each local network in turn, and are the symptoms the same on each?
