I am currently in Vietnam and have paid for roaming so I can keep up with work calls. I have received messages and calls but have been unable to dial the voicemail number. I have been through the less than helpful AI which then says ring EE. I am now unable to ring EE either, so am stuck using this forum to request help. I have tried different mobile networks, clearing caches, etc etc. Nothing seems to work. Please help.

Just to be sure, can you make sure you're dialling +44 7953 222 222 with the inclusion of the +44 country code present?
If you could describe what happens when you try to make a call too, that would be perfect.

In addition.. you mention being unable to dial voicemail. Can you dial other numbers? UK numbers? Vietnamese numbers?
Are you always connected to the same local network when you have these problems? Are the other local networks affected in the same way, if you connect manually?
Answers to all these questions may help narrow down the potential cause.

Can you call in-country numbers? Or does this problem affect all calls, both "domestic" and "international"? Have you been able to make calls since being in Vietnam on this stay?

Please check if your phone has Call Assist switched on or off. Call Assist automatically determines the correct international or local prefix when dialling, but can interfere with call connections.
To disable it on a Samsung, go to Settings > Connections > Call Settings > Additional Settings > Call Assist, then toggle it off.
For Apple Go to the Settings app on your iPhone. Tap Apps, then tap Phone. Scroll down, then turn off Dial Assist.
