It appears the T&Cs have been updated to reflect the change as of the 5th March 2025.
See page 3 under Roaming:
"From 5th March 2025 roaming in EE's EU Zone and Rest of World Zone 1 is included in Full Works plans and allows you to access your standard plan allowances in in 47 European destinations (as above) and Albania, Algeria, Australia, Bangladesh, Bosnia and Herzegovina, Canada, China, Dominican Republic, Faroe Islands, Fiji, Indonesia, Israel, Kuwait, Malaysia, Mexico, Moldova, Montenegro, New Zealand, Oman, Peru, Puerto Rico, Qatar, Serbia, Seychelles, Singapore, South Africa, South Korea, Taiwan, Thailand, Turkey, United Arab Emirates, United States, Vietnam. Remember, data fair use policy outside UK of 50GB applies. See ee.co.uk/terms for countries and details. Allowances last until next bill or until used up, whichever comes first. Allowances don't roll over. Our stable links policy applies, as set out in the Plan Terms. Once you have used up the allowance, or hit your 50GB fair use amount, standard rates apply as set out in the Non-Standard Price Guide."

Noticed this before as well! Seems EE are quietly bringing in the new Zone 1 Roaming for Free for full works customers. Nice to see them finally coming up to date with their roaming on higher end plans. Customer service agent said to me before that it will take another 2 weeks for website / app to be updated to reflect these changes!

I had my bill today, and ROW1 comes under inclusive minutes texts and data.
I joined Jan25. Would have included a screenshot but the app is undergoing maintenance

I'm in Singapore at the moment and I got a welcome text saying “thanks to your roaming pass you can use your UK plan allowances “
I can confirm that it works, I'm using my data for Facetime and general browsing. I’m on the Full Works plan for iPhone.

As of Today looks like the roaming tool in the app has been updated to include the Row in full works plans.
Turkey and others now come up as roam like home at no extra cost

Hi, like most people here I'm really confused, I've tried to read through the replies but I'm even more confused now than before, so thought I would ask you directly!
I, like most others received the notification that I'm being moved to the (completely worthless to me) EU roaming plan and losing my US roaming capability (which I use a fair bit and the reason I took out a 2 year plan less than 12 months ago!).
When I login to my account now however I see in my 'Inclusive Extra' page the 'Roaming Pass ROW' option:
This states the following:
Use your minutes, texts and data allowance in eligible countries in the ROW1 zone.
With the option to 'See More', and when I click on this I get the following message:
Which to me suggests this inclusive extra (once I can select it from next month) will allow me to travel to places like Malaysia, Thailand, Vietnam etc and it won't cost me any extra? Is that right? Or is this yet another incredibly misleading message where the caveat *Subject to buying the relevant travel roaming pass* has been excluded?
Your advice would be very much appreciated!

That is correct, it is a hugely expanded list of countries compared to those that were available under the now removed Roam Abroad Pass, and when selected as an Inclusive Extra you can roam in those Zone 1 countries at no additional cost. Essentially getting 28 more ROW Destinations compared to before.
