Roaming in Australia

I’ve got a problem and I need help. I’m a small business account roaming in Australia and unable to call Australian landlines and phones. Sometimes I dial and a voice says “press 9 to connect your call” and two seconds later it says again “press 6 to connect your call” which is rubbish when driving. 
Then mostly it just won’t connect calls, I’ll dial a number, have a long pause like it’s trying to connect and then it’ll just give up and beep out. This is true for mobiles, land lines and 1800 and 1300 Aussie free calls (like budget rental car). Data works fine, just rubbish service with EE and Telstra and Optus roaming. 
any clues?  Turned phone off and on again, tried changing carriers, billing all up to scratch at my end with roaming pass activated before I left. EE has no issue charging me £10.72 a day, they just have an issue delivering the service that I’m paying for. And what makes it worse is that customer service only opens at 8am UK which is 7pm here roaming in Australia.

Is the pre-call voice an Australian accent or British one? Can you call UK numbers?
