My partner are in America and we set up our Mobile phones for coming her with EE and they are charging us £30 each on top of our monthly bill. We did exactly what we was informed to do by putting our Mobile Data and it would automatically connect so we can pick Text messages, Phone call and E-Mails to which we needed when we landed so the Taxi company could reach us. So now we cannot contact EE to check what as happened. due us not having a Mobile connection. Can someone advise us please.

£30 sounds like the 7 Day Zone 1 pass? 

Usually EE will text you the instructions to buy it when you land. Did you agree to buy it or  is this just EE telling you what the price will be if you buy it? EE do not add the charge just by turning your phone on, you have to agree to it.

If you are in UK & your partner is in USA, it will be only her having to buy the £30 7 Day Zone 1 pass, not you.
