Having the same issue in Portugal, tier 2 support admit the problem at EE end but can't do anything until I come back to the UK. Shambles!

Without being party to the conversations you've had with EE-CS bods, I have some doubts about whether "tier 2" are correct here. There are some scenarios where this is correct, but others where it's not - more detail about your specific circumstances are required, to judge further.
Are you on PAYG or pay-monthly? If you're on PAYG, did you use your phone in the UK first before travelling abroad?
