I am currently in the US but need to receive a call from the UK on my EE Mobile number.
Put my EE SIM in a different iPhone and EE is telling me to pair the SIM with that phone. I request a text message to verify the device but it is never received. It’s a Pay as you Go SIM and there is currently no package on the service. I have tried to add a pack but I still need to verify the SIM to phone! How can I set this up?

When it comes to activating roaming on a PayG number, you must have used the number for any form of chargeable activity whilst in the UK, have you done this previously?
Is this a SIM you use regularly? Just in case it has been awhile since you last used the SIM as well, PayG numbers will also hibernated after 180 days of no chargeable activity which would prevent them being used until restored.
You mention moving the SIM to a different iPhone, do you have another phone with you? Is the SIM not getting signal whilst in that one if so?
