Hi
my partner and I are both on EE and are on holiday in Sweden and even though we are being charged £2.59 per day for roaming both our phones stopped working within the last hour and cannot access anything other than Wi-fi at our hotel.
why has this happened……neither of us has a spending cap set.

If you're being charged the daily rate, then you must be using your call, text or data allowance. It therefore follows that you have a network connection and have thus been roaming. In this scenario, toggling flight mode and/or manually changing to an alternative local network often resolves issues.
That said, Xray does ask a very relevant question - the answer to which will confirm the assumptions I've made above,
