Any solutions to not being able to buy a roaming pass?

I'm summary, I'm in Mexico for work. I received the text message inviting me to add a roaming add on, when I click on the link I get a page like this. 

 Doesnt let me add the add on. I connected to WiFi and chatted to a guide for AN HOUR. Phone restarted, tried changing networks, tried different browsers, incognito mode. Nothing. Then texted ROAM to 150 but when I get to the part where you text ROAMINGDATA it says "sorry we can't complete your request". Invites me to call 150 but the lines are closed. Why can't I just go into myEE app while on WiFi and add a roaming pass? Is this normal?

It just reloads the same page I did the screenshot from. 

I've tried opening the link in different browsers, tried incognito, it's just always the same. I think it might be related to the network I'm connected to in Mexico because when I was in the US earlier this week it worked. The guide I chatted to just didn't have any idea but said they couldn't add the roaming add-on from their end! Madness really. Definitely be getting a SIM from another provider next time I travel outside the EU.

Yeah tried that, but the only other network is AT&T and it won't connect. Don't think they're a roaming partner. 

Ended up getting a Vodafone travel esim. Connected (ironically to the same network) and got data straight away. EE could do with sorting out a better way to get roaming working.
