Welcome to the Community.

This is the default billing cost for using the phone abroad in the EU when you don't have any other bundle or inclusive allowance.

It's not possible to remove this, however don't worry you'll only be charged on the days you actually use any calls/SMS/ data while roaming in the EU.

@DoctorOozy : It's a free add-on that nearly everybody has. You aren't paying £2.47 until you use any of your UK allowances in EU on any day.
