I am currently abroad and unable to top up my account using an electronic voucher. Unfortunately, I cannot send SMS messages, make calls, or reach any advisors for assistance. Additionally, the application is not working.
Could you please advise me on alternative ways to contact a company advisor or complete the top-up process remotely?

Had you used that PAYG SIM for making calls or texts in UK before going abroad? To be used abroad EE PAYG SIMs need 1st activating on EE's home UK network. If it wasn't you can't now use it until you return to UK.
When did you previously make a chargeable action?

Even when not activated for roaming you can sometimes receive texts as they are free to receive.
