Unable to receive international text on PAYG

I received a call from an EE operator offering to change my PAYG package. Since speaking with him, I can send, but not receive texts to overseas. I have switched the SIM card to a different phone, but this still does not help.

15GB data, unlimited texts and minutes.  15GBP pack. 

However on the allowances it says zero for everything, despite the fact that I topped up with 15 GBP yesterday and have a credit of 14.60 currently.

Did the advisor you spoke to mention if the new plan was pay monthly, rather than pay as you go?

Hi James - we did not get that far, the line was very bad. And in fact I am not even sure that the deal was finalised. 

Would this affect being able to send vs receive texts? As mentioned above, I can send texts, but not receive. 

If an EE SIM is switched to PAYG while abroad you can't then use it until you return to UK. EE PAYG SIMs need 1st activating on EE's home UK network. So I'm wondering if this package change you went thro' somehow triggered that condition.

It was originally PAYG, so that aspect has not changed. I have had it for over a year now without issue. And, the package change is not reflecting on my online account - it still shows the 15 GBP package.

Were you taken through a credit check or asked to setup a direct debit at any point?

To encapsulate : 

I can send a text, and I can make calls.  Package is the same and I have topped up. 

The only thing is that I cannot receive texts. I have tried 2 different phones, to no avail.

OTOH There is no PAYG pack for £8.15 even after the 10% discount for direct debit card payment.
