Unable to buy pack with existing credit/top-up

I have 15 credit but can't buy the 15 pack, I just get this error:
PREPAID PACKS ERROR

@badgermanus : If you've not used it for over 9 months you've lost that PAYG SIM completely together with its no. & credit.
EE PAYG SIMs are deactivated after 6 months of non-chargeable use. You then have a further 3 months period of grace to call EE to reactivate it before it is lost completely.
You needed to make a chargeable action like making a chargeable call or text, topping up or buying a Pack or Add-on, not just using your mins, texts or data from your pack.
To phone EE CS: Dial Freephone +44 800 079 8586 - Option 1 for Mobile Phone & Mobile Broadband or Option 2 for Home Broadband & Home Phone

Hi @badgermanus,
If your SIM hasn't been used for a few years, your account will now be closed.
You can order a new SIM at Free Pay As You Go SIM Card | PAYG SIM Cards | EE Shop, or pick one up in any EE store.

Not feasible to get a new SIM as I'm not in the county.
Any idea how I go about getting the refund for the top-up credit I added as I'm now unable to use it? No answer from the contact phone number - it immediately disconnects. I'd prefer not to have to mess about with credit card charge-backs and the like.
