The System is Busy- Error

when I make a phone call I keep getting "I'm sorry the system is busy"- error.  Can't make a phone call. I have restarted the phone twice but the problem is still there.

Are you still having the problem this morning? Have you just been trying the calls in one location or multiple locations?
