Bought a SIM card today registered card pay as you go but I cannot top up using a voucher because I can’t dial out 150 or add voucher to account as I cannot get a code to type in

Don't phone 150 but text it. Text 150 with VO then a space and then the 16-digit voucher number, e.g VO 1234567891234567

I have an old iPhone well iPhone 13, it has an open network I am connected to Wi-Fi it’s had an update the sim is in. I bought credit on a voucher I set up an account I put the new number in to register but I cannot get a verification code and there is no service bar at the top.
on the instructions it says don’t connect to Wi-Fi and yet still nothing has happened.
I’ve checked the settings and it says it’s connected to EE so I am really confused can anyone help? Thank you
