PAYG for receiving calls only UK

Hi All,

I have a contract phone but would like to have a 'burner' phone for when i have to input a phone number on a website but wouldn't want anybody calling me on my regular number.

Without topping up with credit,  can i use an EE PAYG SIM for receiving calls only, nothing outgoing, not even a text. No data usage.

Receiving calls is free in UK and EU. Receiving texts is free worldwide.
